Request to have the norm mean and deviation values (=lines) always visible regardless of what kind of values the subjects have. So basically "fix" the chart scale so, that maximum value would always include norm mean value + deviation, if norms are used. If norms are not in use, then the chart maximum value could be as it is now (I think).
Now it's possible for the norm-lines to disappear "outside" the answer-chart if subject-values are very low/high.
Attached few pictures, which might explain a bit more (sorry about the poor quality of the pictures, they are scanned from prints...)

Shows how norm values are somewhere above the chart, since norm mean value is 47.13 and the highest subject value is below 40.

Shows how norm values are displayed only partially because the highest subject-value reaches only to near norm mean value. So, the upper deviation is completely out of chart.
